Can we download a local copy of a project from the cloud?

 

Yes. Just to be clear, you can actually work on cloud-stored projects while using the installed version. Accessing Cloud-stored Projects with the Installed Version

 

It's not necessary to download them from the cloud to the local version.  But if you DID want to create a local copy of a project file, the Hosted Cloud Storage tab in the installed version offers a "Download Project File" button:
