Why is the applied bearing stress equal to the allowable bearing stress?

The AISC method of solving a base plate analysis with non-uniform bearing stress is to eliminate some of the unknowns by assuming that the bearing is fully stressed to the allowable limit.  So the applied stress is set equal to the allowable stress specified by the user, and the module can then complete the analysis and determine values for the rest of the unknowns.
